The list is frozen
At close, the bot re-checks everyone, sorts the eligible IDs, and publishes the SHA-256 of that list. Add or remove one entry and the hash changes.
A future block is named
It announces the current Bitcoin block height. The draw will use the hash of the next one — a number that doesn't exist yet and that nobody can steer.
Anyone can redo the maths
Seed = SHA-256 of the message ID and that block hash. Winner = seed modulo the list length. Same inputs, same winner, on anyone's machine.
